What is an Invoice?

Whenever we make a purchase, sale, or render a service, we generate an invoice — simply a tax document that records these activities. It is also used for donations, shipping goods, and loans.

When the Invoice is issued, part of its value goes toward tax collection.

Now that we know what an Invoice (NF) is, let's dig deeper and look at what the Electronic Invoice is.

What is the Electronic Invoice?

The Electronic Invoice (NF-e) serves the same functions as the conventional Invoice — a document meant to record the movement of goods or the rendering of services — but now digitally. It has an integrated system that improves all tax processes, for its issuer, its user, and for tax authorities alike.

To maintain this tax document's authenticity, a digital signature had to be created, certifying and validating the issuance of the Electronic Invoice — a guarantee from the issuer to the recipient. The moment it is issued, it is transmitted directly to tax authorities.

How was the Electronic Invoice (NF-e) in Ribeirão Preto created?

It began with Constitutional Amendment 42, which aimed, in its Article 37, item XXII, to carry out integrated activities between the Union, States, the Federal District, and Municipalities.

Following this Amendment, the Ribeirão Preto Invoice project began in 2005, with help from several State Treasury Departments and some large corporations.

National Meetings of Tax Administrators (ENAT) were held, aiming to define and roll out the NF-e system — seeking to reduce administrative operating costs, standardize and integrate tax systems across states, improve information transmission, all without losing oversight quality across the three levels of government.

How to issue an Electronic Invoice (NF-e) in Ribeirão Preto

First, you need a digital signature/certification, which can be obtained from a Certification Authority, responsible for policies and technical and operating standards.

After obtaining this signature or certification, you'll need to register with your state's Treasury Department.

To issue NF-e, you'll need to download and install software to generate them.

Some states offer this software for free, but depending on how often you issue NF-e, you may need a more powerful program like TagPlus.
